Excerpt from Report of the Joint Special Committee on Erection of Monument at Andersonville, Ga On the fourth day of April, 1902, Senator E. L. Freeman, of Central Falls, presented in the Senate some statistics in relation to the soldiers from Rhode Island who had died in the prison pen at Andersonville, Ga., and whose remains had been laid to rest in the National Cemetery at that place. He then offered the following resolution, which was unanimously adopted by both houses of the General Assembly: "Resolution appointing a special joint committee to inquire into the facts in regard to the burial of Rhode Island soldiers in the National Cemetery at Andersonville, Ga. "Resolved, That a joint special committee consisting of two members of the Senate and three from the House of Representatives be appointed to take into consideration and recommend to the General Assembly what action, if any, should be taken in regard to the soldiers from this State who died in the prisons at Andersonville, Ga., during the civil war, and have been buried in the National Cemetery at said Andersonville." The committee appointed by the Governor consisted of E. L. Freeman, of Central Falls, and Henry P. Eldredge, of East Greenwich. The Speaker of the House of Representatives appointed Walter H.
