A case study is conducted on two broadband public networks inBuffalo and the Adirondacks. The focus of the study is on theprocesses involved in the development of broadband public networksfunded by the New York State Advanced Telecommunication Program.This study evaluates the two network projects by tracing theirdevelopmental processes, from network design to the stabilizationof metropolitan public networks. It examines the directions,natures and features of these network developments by looking atthe following research questions: How are broadband networksplanned, designed, and implemented in communities? What are theconsequences of the network developmental trajectories? This studyprovides the governments with a description of the developmentalprocess of the two networks. It provides policy-makers andregulators with ideas for better practice of state and nationwidetelecommunication implementation and development. By being aware ofthe developmental processes, governments can have a reference forfurther projects, such as upcoming e-government and statewide WideArea Networks. It provides a conceptual base for understandingcontemporary and future public networks
