In every country, when a winemaker ages wine in a barrel, the porosity of the wood forming the latter’s sides allows a significant proportion of the liquids to evaporate. This evaporation is called “the angels’ share.” Day after day, the farmer makes up for this angels’ share by adding wine – compensation called “wetting off.” Most of the great wines which warm our hearts were produced under such conditions. A healthcare, medico-social or educational establishment is as much a living being as a wine. Here, the angels are dreams and, if institutions neglect this dreams’ share, this share offered to dreams, they decline, close up, and no longer produce the desired outcomes. It is regulation which supplies, or rather maintains, these dreams. If no regulator acts to accomplish this “wetting off” in the institutional “barrel,” then operations go flat, sour, and ultimately turn into vinegar. In order to thrive, an institution needs this “dreams’ share” which may at first seem to be a loss; yet, like the most precious of wines, this loss is essential to ensure its structure and quality. This “loss” ultimately becomes a gain.
