This study consists of an analysis on the influence ofperception, communication and content in coordination andcollaboration among stakeholders of digital information andcommunication technologies for development aid projects. Thesubject of this research is the 'Connect and Learn' project, whichbelongs to a Tanzanian-German co-operation on the health sector.The researcher spent two months in field, where a combination ofmethodologies (both qualitative and quantitative) were applied indata gathering, in an attempt to achieve greater analysis accuracyof stakeholders behaviour and at the same time therepresentativeness required in such scientific study.
