Dieser 1930 entlegen publizierte Essay thematisiert zum ersten Mal in der Geschichte der deutschen Universitätsphilosophie die politische Perspektive "Europa" als Paradigmenwechsel für eine künftige Politische Philosophie. Hugo Fischer entwickelt darin den Gedanken, Europa als "konkretes Apriori" bei der Begründung neuer, übernationaler Herrschaftsformen zu begreifen. Diese insbesondere für den Kreis um Ernst Niekisch und die Brüder Friedrich Georg und Ernst Jünger programmatische Schrift wird hier von Steffen Dietzsch und Milos Havelka mit einem Beitrag zu "'Europa' als Heterotopie zwischen Novalis und Stefan George" neu herausgegeben.
