Globally, freshwater represents only 2.5% of all water available on Earth, and most of it exists in rivers and lakes shared by one or more nation states.1 In 1998, the UN identified lack of freshwater as one of the major problems facing humanity. It is increasingly becoming not only a scarce resource but also one which is divided unequally between sovereign states. Furthermore, given the increase in water use due to rapid population growth, agricultural expansion, economic development and urbanization the situation is destined to worsen in coming decades.
