Excerpt from Annual Register: A Review of Public Events at Home and Abroad, for the Year 1867 Mr. Bright recommended the Government to profit by the advice which he had given Lord Russell last year, to bring in a Franchise Bill first; for in that branch of the question lay the greatest grievance - the exclusion of the working classes.
