Miller argues that capitalism's democratic politics requires selfless, community-minded citizens, while its economics depends on selfish, utilitarian consumers. To fulfil these conflicting needs for political order and economic prosperity, powerful cultural forces are employed to instill a sense of "ethical incompleteness".
